Hi mightybotme,
I presume you asking for the html syntax?

Try

<a href="http://www.targetwebsite.com" target="_blank" ><img src="http://www.source_of_image.com/image_filename.png" alt="Image" /></a>

If you ever want to look at how a website is written just "View -> Page Source" [Firefox] or "View -> Source" [IE]. You can learn quite a bit from seeing how good websites are written.

I can, in fact I use it for my current signature, which is rigged so that it links to a higher quality version of the image.

You can just quote and edit, or use the code below where I break down how it works (just remove the spaces):

[ url = WEBSITE LINK GOES HERE ][ img ] IMAGE YOU SEE [ /img ][ /url ]

Something you may want to take into consideration is that some people are still on dial-up or similar, so images like that can be frowned upon by some forums... I'm not saying that's the case here, only that it can be on other places.

Fortunately, CDN limits the image height to 61 pixels.

I personally don't have any problem with that but I would if everyone had big 300 pixel high sigs. That really gets annoying when you're trying to scroll down and they just keep loading.

Indeed. I can't even remember the last time I actually dialed a phone number into a phone (I always use 'contacts'). And, even then, I'm sure I was pushing buttons and not using a "dial".
